I do believe you are suppose to take one small Chiuauhha ,,,butter it up real good,,,,a little salt and pepper,,,sear it in a frying pan,,,,then wrap in filo dough,,,bake for about 1hour and 15 min. then let stand for 20 min,,,,,slice thin and serve over rice,,,,ohhh my husband loves this dish,,,when ever we go back home to the Phillipeens he has to have that at his favorite resturant first thing!! ~~~

Here ya go, I hope you like this method.
Ingredients:1 kilo pilchard fish
1/2 cup vinegar
1 medium onion
2 medium tomatoes
1 medium ginger
5 pieces lemon
Method:
First, you have to clean and cut the head off the pilchard fish and put it into a bowl.
Pour the vinegar into the bowl.
Cut the lemon in half and squeeze it.
Put the sliced onion, sliced tomatoes, ginger, and salt to taste in the bowl.
Leave it out for one hour in the refrigerator before you eat it.
Tips for preparing this dish
The fish is caught at the beach. It is cooked over a fire and eaten with salt and vinegar with your fingers.
Kinilaw is a method of cooking nearly anything that is alive and fresh not with fire but with vinegar. We use this method at times to make Kelaguan. Most of the cooking comes from the limes and vinegar.
