Depends on what you mean by bigger. If you want more muscular legs, then do weight training. More weight/less reps. That will build muscles. If you want more fat, you might be out of luck. If your body doesn't store fat in your legs, you'll get bigger where you body stores your fat first.

Running did it for me. My legs were skinny. I run 2 or 3 times a week and most important take flaxssed oil soft gel capsules. Another option squats.

Doing squats, walking (especially up hills) work a stair master of use stairs, operating various excercise equipment that will assist you with building muscles in your legs, and any kind of dancing. Dancing is a good form of exercise. I know because that is some of the things that I do to stay in shape and keep the muscles right in my legs.

Workout with weights , join a gym and use the smith machine for squats,with light weights to start,lots of reps, that will build your leg muscles.

Eat a protein rich diet, do weighted squats, deadlifts, leg press, leg curls, single leg squats, lunges with weights, calm raises....etc Pretty much give your legs a good work out twice a week,

Make your thighs bigger by doing weighted squats. For your calves, do tons of calf raises (stand on your tiptoes repeatedly).
