yes you can for example write. The Road Is CLosed Due To Flooding. instead of The road is closed because of flooding. The Bakery Will not be open today due to a fire. etc. It is proper in most cases and actually sounds better because is really a kind of slang.

"Due to" is a prepositional form; and, yes, you can use "due to" and "because of" interchangeable since they mean the same thing.

Example:
He was late due to the rain.
He was late because of the rain.
