It's to bad that the dog cant come in the house. You might want to try and spend more time outside with him. Even if it is just sitting in a chair scratching his ears and reading a book. You could also take the dog for long walks and play with him, so that when he is in the yard he is worn out from all the time that you have spent with him. Make sure that he has sufficient shelter outside and fresh clean water all the time. If you give him toys then rotate the toys he plays with so that he doesn't get bored with them.
The best thing for the dog though is to be in the house with you.

You will not like this answer, but it sounds to be like you have a big decision to make. You need to think about what is best for your dog here. It may just be, that you should find another family for your dog, one that will let him in the house. I don't know what the details are, and why you can not have your dog in the house, but that is where he wants to be. Of course he is unhappy!
If you do decide to keep him, remember that he must have a good shelter. It is very important for your dog to have a safe place to go when it rains, or is cold.

Dogs are pack animals and don't like to be alone. They want to please you and need to have attention. Leaving them outside in the rain isn't good for them, either healthwise or emotionally. Make sure to get a doghouse and put blankets/towels in it so your dog can be warm and sheltered. Talk to your dad about how upset you are by not being able to have your dog inside. What is the point of having a dog as your pet if he'll be neglected and left outside? It makes no sense.

Maybe Blue would be happier with a family that would keep him inside. If you can't find another family for him, then try to make sure his outside space is nice (sheltered, has a cushion, toys) and spend time with him outside. Take him for walks and just romp around in the yard.

if im getting this correctly it sounds like your dog doesnt stay in your house. That she lives outside. I wouldnt recomend that. Tell your dad that dogs should be inside at lease sometimes. That dog needs to be cool. She/he could die of heat exastion...or if you live where its cold then it could freeze to death. If he just absolutly says no then you shouldnt have a dog.Its not right to keep that dog outside all day long! sorri!

I personally think if you have a dog or any pet it should have all the creature comforts its human owners do, like shelter and healthy food and medical care, but apparently your parents don't think like I do. If your dog isn't housebroken then train him and maybe your dad will let him back in.
