No. Through the phone company, here in the States, long distance means national calls (within US, sometimes includes PR, Hawaii & Alaska). There are additional charges for international calls on a per minute basis and it depends on which country you call.
If it is a calling card, the 400 minutes national long distance calling will be significantly reduced, and even more if you are calling an international cell rather than a land line.

Long distance just means a call to someone that doesn't have the same area code. You probably call long distance just by calling someone in another city. International is, of course, out of the country, and you usually have completely different rates for international. They can be really expensive, so you might want to look into it before you make the call.

international long distance is higher rate than in your same country. those 400 free minutes can end up being 50 or less so be careful. check the rates with your phone service.

check your phone contract. Some plans let you call Mexico or Canada with your minutes, while others cost extra. Even plans with the same company can have different calling restrictions. If it's not Canada or Mexico that you are calling (ie, you're really calling China, as your question catagory implies), it's pretty much garaunteed that you'll be spending extra money to call. If you still have questions or don't find the answer to your question in your contract, contact your phone provider; they'll be able to help you with the specifics of your contract.

Not usually. It costs extra to call another country on most wireless or landline plans.
