There is a well known banner that is used for just this sort of question, it reads – "Traditional Witchcraft does not cost Money" – It does not cost you a penny to learn about Wicca, even though within initial studies you may need to read a lot of books there are always libraries and people willing to share books both locally and online.

A coven will never charge you for training or to join Wicca, and a web site certainly has no place trying to make you pay – in short, if they are trying to make you pay for something they are not talking about Wicca, they are simply trying to make money out of you knowing that they can.
You would do good to avoid a few things;
Any web site that wants you to pay them (Witchschool is a classic example of this, what they teach is not Wicca, however they do have some mildly useful free information). Any web site that uses spellings such as 'magick' or 'magickal' for the most part these spellings are used to show off, very few people who use these spellings know what it means (numerological reasons for their use). Any web sites that include quotes or suggestions from books written by Ravenwolf, Horne or Tatiana (these writers do not write about Wicca, simply). Any web sites that have magic spells, witches construct their own spells, coping from books or web sites is about as much use as saying 'inkle fickle doo' and expecting something to happen.

It's never "free", there will be expenses involved. Over the years you will have to buy many, many books, tools, herbs, crystals, incense, oils, supplies, etc., And usually there are fees involved with coven expenses. There's no such thing as a free lunch. That's what no one has told you so far.
Find a Gardnerian, Alexandrian, Algard, or Frostie coven. You'll have better luck finding a Frostie coven. You have to actually be initiated into a coven by the High Priestess. Don't join a coven with a bunch of self righteous & self hating blimps who wear ridiculous looking robes, and there's no such thing as a "solitary" Wiccan. Make sure they practice skyclad and practice the Great Rite and if they don't, they're not for real. Don't let them give you any bull about it. Wicca is an ancient fertility religion, and obviously it deals with sex and therefore nudity as well. If you
can't deal with it, you're not ready for Wicca. (Sorry!)

I don't know much about online Wiccan studies. I just wanted to suggest that you purchase a book or two. The Spiral Dance is an excellent beginner's text and "A Witch's Notebook. Lessons in Witchcraft" by Silver Ravenwolf is one of the best books I've ever read. I highly recommend it as a step by step guide for the beginning solitary or for the most seasoned practitioner of The Craft.

Other than that just google it. Never pay for a site on wicca, there is just something wrong with that idea and me.
Just make sure you read and learn as much as you can like you were researching your thesis for your Masters or PhD. It is important to know others opinions in this area.
