i am 13 too. ask him out. go some where fun! like..... a arcade, going ice skating/roaller blading,a fair,a picnic in the park, to the mall, ect. try something fun and get to know him better! have fun girl friend! :)

Hmm.. I have a 13 year old neighbor too and we are both 13, so if I were you then I would wait for a week or so and then go over there a lot and bake stuff to give to the family and then eventually you will be friends and he will ask.
