allowed to enter, beverly hills, santa monica, hermosa beach, burbank, glendale, Torrance, Long Beach, Inglewood or small sities south east of the City of Los Angeles? for example if someone crosses the red light or a hit and run or. can they give you tickets if you are in another city next to CoLA?

If an officer is in pursuit of a criminal - regardless of the violation - they have the right to cross over into other jurisdictions. Because flight from an officer is another crime that is much more serious than running a red light or a hit and run.
If the officer witnesses a crime outside of the jurisdiction, they are obligated to report it to the proper authorities, but typically can not issue a ticket. I am sure there are some exceptions to the rules, but these are as I understand them.

They can issue a ticket if they are in pursuit of you. In other words if some sort of chase ensues they can catch you in another jurisdiction and give you a ticket.
I know here in South Texas they hold you there until an officer who is in that jurisdiction can issue the ticket.

Yes. It doesn't matter if it is a felony, misd or infraction (traffic violation). Most police officers have their authority 24/7 and throughout their state. Department policy may limit what they want them to pursue out of jurisdiction or off duty.
