i would say if you are in singapore before you buy the ticket go directly to the singapore airlines office near pheonix hotel: Town Office Address: Orchard Road #02-26/28 Paragon Shopping Centre, 238859, Singapore. Tel: 62236030/62238888. The office closes at 6pm from Mondays to Saturdays.
tell them what you require and they r very helpful as i required and isle seat with leg room and ended up on a business class seat and they were very good. or you could try qantas but i dont think they will be as accomodating with an upgrade

yeah! almost all the air plane has that service , eg/ singapore airlines,srilankan airlines,emmirates.
i wish you and your mom, a safe journey.

Call the airline and let them know that you will be bringing a wheelchair and will need special assistance. There is no problem.
