Yes it is.
It isn't the easiest though, has a bit of a learning curve, especially if you are not experienced at coding web pages.

But I wouldn't do without it.
Frontpage is for wannabe's.

Macromedia Dreamweaver 8 is the leader in the industry. You can get it for free by downloading it from Bearshare.com, but it's illegal. You can also buy it for, I believe, around $800.

no no and no! it has a horrible messy interface and its features arnt any good, get swishMAX and frontpage make the site in swishmax ( a better version of flash ) and publish with frontpage of a free basic site publisher it makes professional looking websites and it wont take you more than a hour to make one
