As you may know, you need to complete all paperwork as soon as possible, as they send letters saying that you won to more than 50000 applicants but only 65% of them will get a green card. So the fastest one will get the cake. and you should visit USA at least once a year. So, I guess the best way for you is to try to escape the army servise. :) Good luck!

As others have already said, the DV is use-or-lose. The first 50,000 applicants in that year get visas. The rest can only try again.

Yes, you just have to complete the paperwork by the deadline and visit the US every year.
