There is this machine at the gym I think Cybex anyway you lay on it (on your tummy with butt up), and there is a kickplate in the back for your foot. You do one leg at a time and it exercises the glubs. You can adjust the weights. it works wonders!!!!!
Either that or do squats at home with handweights and also stay off the butt :)

It's due to muscle loss. Build it up by doing what J.Lo does which is lunges and squats and lots of them. Start slowly though and build your way up. Also, try bridge-ups which are where you lie prone with arms at sides, feet on floor, knees bent and lift your hips off of the floor toward the ceiling, squeezing the glutes. Repeat this as many times as you can. I try for 100 reps, 3 days a week. Walking is also a good way to build up the glutes.

Gravity. Plus we lose muscle tone as we age; more exercises will help lift those gluts.
Donkey kicks, lunges, walk up stairs instead of using the elevator.

Did you loose weigh lately? That will often make your derriere drupe. I did and my butt went completely flat. So I tell myself, I'd rather have a flat butt than a big wide one. You can buy underware with built in butt shaper and if it really bothers you, you can get butt implants. And do it if it really bugs you. Anything that makes you feel better about yourself is worth it.
