Very difficult. Bipolar takes years to diagnose and schizophrenia can masquerade as a number of other issues.

This already exists, and is called a psychologist.

A software program can be lied to easier than a person. Also, if those are the only two options of diagnoses, then a lot of people will be misdiagnosed.

Even if you could you would need a person there to verify the conclusion... And it would be best if the pres on saw it first hand. A human can pick up on subtleties that a computer would simply miss.
