The girl in the picture definitely used about a 1" curling iron to get her hair like that.
On towel dried hair, apply a small amount of curl enhancing product whether it is in a mousse or gel form. Then blow dry your hair until its about 60% dry, THEN i would use the diffuser since a diffuser isnt very powerful.
After your hair is fully dry, part it in about 4 sections working with one section at a time. Start with the underneath of the section and use the curling iron to curl your hair. Make sure not to touch or mess with the curl at all as it will lose it's shape. Continue curling your hair all over until your whole head is done. Once its done, gently run your fingers or a pick through it to gently separate the curls. Add a bit of mousse or gel to scrunch it up a bit and to hold the curl and your good to go!

I found an amazing product at the market the other day- It's called Sun hair or something like that. I believe Fructose makes it. It's like 3 bucks and it gives my naturally straight hair a tousled but not fake wave.... I LOVE IT... I suggest you try it!

Get a curling iron, preferably a ceramic one and you could easily achieve that look. Remember to light holding spray so that your hair can stay the same.
