first off, if your going to get a choke collar, don't get nylon. Get a material that will not stretch too easily such as stainless steel, brass or even hard leather. These usually look nicer anyway. Next, 28 inches seems big for most dogs. Unless you have a large and heavy breed (over 24 inches tall and over 120lbs weight) you'll need something smaller. For example, Rottweilers use size 25-26, German Shepherds use 22-24, Dobermans use 18-20 and mini and standard schnauzers use 12-14 or 14-15. Question is, how big is your dog.
