Honest and frank are somewhat similar in meaning. Both are adjectives. A frank statement contains honesty and sincerity, yet is firm and straight forward. A honest statement contains principal and action that is incorruptible and righteous.

I think honest is a general truth telling, while frank is saying a truth that the other party may not like.

Honest is the quality of the personality of a person that doesn´t hide things, doesn´t cheat and isn´t false. Frank is a way to speak to others what is in your mind, even if they might be hurt .

To me, "frank" is more blunt. Just coming out with what you have to say. You can be honest and be gentler in what you have to say.

I could be frank and I would be entirely open and candid.
If I say the truth I may not be entirely open and candid but this would still be the truth. If I wasn't entirely open and candid this could not truthfully be called frank but it could still be truthful.
