I have an indian ring neck and i do not know if it is a boy or girl or if it is a parrot or a parakeet. I have had it for over 6 months and it is green. But it does not have a ring around its neck. I was told when i got it that it was three years old.

All the birds with articulated hooked beaks are parrots.
Parakeet just means small parrot. So you can call it a parrot or parakeet. A senegal parrot is smaller and is still called a parrot.
Is a conure a parrot or parakeet? It's a parrot of course.

A three year old with no ring if definatley female.

these are Asiatic parrots/parakeets. when they mature, the males get a ring around the neck, where females do not. if indeed the bird is three years old and does not have a ring you have a female.
it is my understanding that anything with "parakeet" in it's name is because of the type of tail. where the tail is jagged as in the budgie, ring-necks, and conures. i have some old parrot books calling some conure species "parakeets" (blue-crowned parakeet, painted parakeets, etc) but those books are 100+ years old.
however, they are all parrots.

By the age of two, the ring would have developed. So, you have a female.

It is a parakeet - and a parrot. Parakeets are just another sub-group of parrots - like conures or macaws.
