Some people can sing. Others cannot. I'm a musician and my personal take on this issue is that some can accquire this skill all on thier own. If you want to be a mediocre singer(which is the first step) then take lessons or practice alot. "Practice makes perfect". But for some reason to reach the upper levels of any career it also takes a bit of talent. Talent can get you further if you have any of it at all.

It really is acquired.
Unless you lack the physical ability to speak or sing or lack confidence there is no reason with practice anyone could sing beautifully. Of course sounding like a certain singer can be near impossible by the limitations of your personal vocal range.
You can train yourself to sing from different parts of the body and to direct and pronounce certain tones. In Tuva many people can sing two melodies at once.
In places where the language itself is more "tonal" such as china, almost all people have no problem with distinguishing tones. Often they are even more tone literate in that they can here more minute divisions such as quarter tones.
Being able to tell A from G has alot to do with becoming familiar with what these sound like and working with them.

being tone deaf could be either inherited or acquired. if someone could sing in the family then yes, it could be inherited. note that i said "could be inherited" meaning, not all the time.
people who could sing but would just have to learn the techniques on how to sing are considered "gifted", cos hitting the right notes for them were inborn, and they don't have to go through a lot of time practicing just to get rid of being tone deaf.
but if you're tone deaf and you would like to learn how to sing then yes you can, but it might take time. being tone deaf is not being able to hit the right notes (e.g flat, sharp, or even keys away from the right note) and you're not aware that you're hitting the wrong notes. you need lots of time to practice singing to get rid of being tone deaf.

Yes, it's hereditary, but you CAN learn to sing. It just not be as easy for you as for others who have natural aptitudes (like anything else). If you're good with languages, it's a good bet you'll be able to sing well, since it's the same part of the brain that is used. Good luck!
