Johns Hopkins' School of Advanced International Studies is good, too. But you don't need a college education at all in order to join the US Foreign Service: you have to pass the foreign service exam.

A lot of International Relations degree holders take the test but fail.

Probably Oxford in England. Bill and Chelsea Clinton went there to study International Relations (grad school), and a lot of the Rhodes Scholars also go to Oxford to study IR.
