Catch your own bait. You can catch shad in the spring on the small beaches that are a little downstream from the wing dams. Use a cast net, and catch at least 50 or 60 of them.
During the winter months, find deep slackwater, behind wing dams or in harbors. Cast a net out over this water, and let the net go as long as the rope will allow. You can find the schools of shad on you fishfinder if you have one.
You can also use skipjack, a kind of herring. You can catch those behind the wing dams in the strong eddies. Use a piscator rig.

If it is permitted, snagging is the best way. You have to be very strong to do that, however, because some of the catfish can and will pull you off the boat if you snag them correctly. If you are on the bank fishing, the stink bait or the dough is the best. Also, if you use fish heads, those work. But those take some prep, as in fishing, then burying the heads for a day or two in a bucket and dirt, then take them fishing with you and hook feed them to the catfish. Eagle claw tri hooks are the best for the fish head catfishing.
