I don't know of any ... but doesnt mean none exist.
I use skype for calling pc to phone and call quality has mostly been very good, only a few minor problems out of many calls (I have no landline ... this is the only phone i use at home).
I think you can pay in advance on Skype .. but you still get charged as each call is made, and it is taken from the amount on account.

Not to my knowledge. You can buy the SkypeOut service from Skype. Fairly cheap but I cannot guarantee the best voice quality experience.

yahoo messenger beta free download but you have to prepay for the phone service. i think you get an hour to try it for free
