Skype is free pc to phone for the rest of the year if you live in the US or Canada, calling same, but it is inexpensive elsewhere as well.
I have experienced few phone quality probelms with Skype and I use it a lot to call phones as I have no landline.

Must warn you about the sound quality though. Works great from PC to PC but SkypeOut (PC to Phone) service will give you from delayed voice to garbled conversation to you name it. Not the best but better than nothing especially to the countries it is free to use for.

Tesco internet phone which are selling at £9.99 but you get £5 of free calls with it. Snag is you have to call another tesco internet phone thus costing you nothing. Maybe able to call people on landlines who are registered phone users with Tesco Im not sure, have to try it out myself. Other than this I dont know.
