Their feet should be kinda even temp to yours when they get on you or maybe a little on the cold side. But my birds have warm almost hot feet at times. I think that is when they have been busy and have warmed up or maybe when they are ready to play. The feet and the bitting himself sounds normal to me. You said the word molting and that should tell you that they ich. Them tube feathers are stiff and ich and hurt at times. You can lightly scrach the tub feather and help him breakt them so the feather can come out. But some will hurt and you will have to wait a day or two before you can help him out with them.
Being he is a parakeet meaning small you might hold him in one hand and spray him down all but his face. It helps to soften the feathers. You can get some spray for it from the pet store but they hate spray bottles. There is also a feed for birds when molting but I have yet to be able to get either of my birds to eat it. Waste of money.
Just get him wet and tell him how silly he looks all wet. Teach him to play in a plate of water or if he is like my tiel he will just injoy playing in the sink with a little water in the bottom.

they are able to have heavier molts at diverse circumstances of the 365 days. there's a difficulty generally regularly occurring as French molt the place the feather consistently fall out abd wreck in the previous grown in completely, if it rather is extra like what's occurring to your poultry, then a visit to your avain vet is so as.

He is bored. I would put more toys in his cage and take him out and play more often. When they have nothing better to do they bite themselves. But some molting is normal though....

Initially to me it sounds like mites or bird lice. You can check with a local pet shop about treatments. If you really want to be sure, see if there is a local bird vet in your area.

If he bites his feathers, that probly means ge is preening..
For the feet, that is sometimes normal, but I'd suggest takeing him to yuor vet...
