Well just leave it alone. If it's right in front of your house or something pick it up with a shovel and throw it away. If it looks like someone you knows pet, tell them. Don't call animal control or the police it's just a dead bird it happens all the time and you don't want to bother them with that when there are much bigger problems.

With outbreaks of West Nile Virus and Avian (Bird) Flu, it may be best to:
---Call the United States Department of Agriculture (USDA), toll free at 1-866-537-2473 to report the sighting. By mapping dead birds, the USDA researchers hope to gain additional knowledge about the relationship between dead birds in an area and the likelihood of human cases in that area.
---Check with with your local or state health department for instructions on reporting and diposing of a dead bird. If you need to pick up a dead bird, or local authorities tell you to simply dispose of it: Avoid bare-handed contact with any dead animals, and use gloves or an inverted plastic bag to place the bird carcass in a garbage bag and dispose of it with your routine trash.

if it is very pretty bird.. wait for it to dry thoroughly and then use it as hat deco item
parakeets look great on australian outback hat rims. or stuck to helmets.
obviously wear gloves when taking away stinky parts. call local vet for bird flue details or where it should be studied... seal it in freezer bag. take there. start your cures,
Pluck nice feathers = use decoratively, burn or bury the rest.
crow feathers are sold or given to harpsichord players,\or artists.
If bird is chicken duck pidgeon or turkey-bronze can be eaten.!
if it is black and white it is either a penguin or nun, [they are usually larger....carry necklace-- not ring around leg.]

Poke it gently with a stick just to make sure it's dead and then call animal control. They'll take care of it.

Call your local police department and let them know. Since this isn't an emergency, do not call 911. They should send Animal Control out shortly.

I would make sure not to touch it. I would use a shovel or something like that to pick up the bird if it is in the road. Then burry it in your backyard.
