The one time I have seen it is during a tournament. If there is a stop in play and a judge addresses one person the other goes to their corner and kneels facing away from the ring. I'm not sure exactly why but it is something about the judge's rule and being respectful to what they are saying to the other person. It is a term of respect to the tournament they are in as well.
Most instructors and classes though won't ask students to kneel except in tournament practice, bowing is sufficient respect.

In several Martial arts, particularly the Japanese disciplines, they often sit like that out of respect, but mostly it's just showing the rest of the class respect until they're called by the instructor for sparring or to do the forms or kata that's at their rank level.
it's mostly to wait until they're called to do something by the instructor.

We bow to our knees to meditate. The position is called seiza, I have scene many different spelling for this it is pronounced "say-za". say rhymes with "way" and "za" sounds like the end of "pizza".
It is a position that helps remove distraction.
This is in my Okinawan style of training, perhaps it varies from style to style.
