You line the floor with them when you have an animal untrained (or unable) to go outside, usually puppies. It saves the floor and makes for an easy cleanup.

First take notice of what rooms in the house you are in the most and/or your puppy has had the most accidents in. Place one of the puppy pads in the location of their last accident. The pads are designed so that dogs will be able to sniff it out as an okay area to go potty. Leave it in the one location for about a week. Watch your dog as they go into the room where they usually have accidents in and watch to see if they go on the pad. If they go close to it, pick your dog up or push it so that it is on the pad. This slowly teaches them that this is where they should be going.
As they get more and more comfortable with going on the pad, SLOWLY start to move the pad towards the exit that you would like them to use. Leave it in each location for at least 2 days as you slowly inch them out of the house.
Oh and don't forget to treat your little pup as they do what they are supposed to do!
Good Luck!

They help in housebreaking the puppy. They cover the floor so it is protected and also makes for a very easy clean up. They make grass scented ones, which I thought were great because it did not confuse my puppy on odor.

No they don't WEAR puppy pads .. they are like flat waterproof (disposeable) sheets for lack of a better term. They are made of the same thing disposeable baby diapers are made of and they used to potty train a very young puppy as opposed to using dirty newspaper. Go to Petsmart. com and "search" for Puppy Pads. Several types come up. Potty training a puppy takes diligence, they don't potty train themselves.

Puppy toilet training, apparently its cleaner than using paper although I have never used them on my puppies I train them to go outside right from day 1 as I think that paper and pad training is only training your pup to go in the house instead of the garden.

You have to train them to use the bathroom on the pad. I have never had any luck house breaking a puppy. I would like to know how too.

puppy pads go on the floor to help with house training as the pup will go on themthen you slowly move it out side untill it goes to the loo out side by its self.
doggy pants/pads are like knickers for when females go in to heat or whn dogs cant controlther bladder.

You put the pads on the floor and you are supposed to train them to do their job on the pads not the carpet .
