You make a valid point. In fact, when the Jimmy Swaggert debacle occurred, his denomination tried to remove him from the pulpit. His church didn't cooperate with the denomination, and he felt as though he were immune from church discipline. Later that year, he was found in another compromise.
I think that the reason church discipline doesn't occur more often is that Christians have come to believe that they are supposed to be "nice," like those Precious Moments figurines. That, and the fact they are afraid of lawsuits (which is why I don't believe churches should incorporate).
Further, most churches don't teach good theology anymore. They teach "ain't God lucky to have saints like us," instead. They pass on fluffy, feel good sermons instead of true doctrine. We need the "whole counsel of God" (Acts 20:27) instead of picking and choosing all the "nice" verses to teach from. This is why you end up with people saying "don't judge" when we are called to judge within the church, just not those outside. (I Corinthians 5:12)

The Senate
The House of Representatives
The liberal judges
The gay activists
The skinheads
The white suprematists
The illegal immigrants who want RIGHTS in America
The gangs
The child molesters who pose as preachers, teachers, cops, etc.
The wife beater whose secret is hidden from the public
The womanizers who prey on lonely women by being soooo nice
The prostitutes
The drug addicts
The alcoholics who drink behind closed doors
The Muslims
The NAACP....(where's the NAAWP)???
The deadbeat dads who live with a girlfriend and HER kids
The rapists who hide their dark secret from their families
There is bad everywhere you look, whether it's in the Christian community or the ghettos or the Hamptons. And you are only interested in getting the "bad" Christians out of sight???? Explain.

I think it has something to do with Free Speech and the Separation of Church and State. Remove these liberties and we'd become like communist or Islamic nations.
When I say "Islamic nations" I mean the ones that have imposed Sharia law.

Well if it was an issue that happened within a church building or something, they do. But if it happens outside the ministry, they're essentially out of their jurisdiction. The scripture doesn't support being a vigilante or taking the law into your own hands.
