Since you are typing in English, your default locale probably already includes the Latin-1 character set (includes all Western European languages). Use the Character Map program under the start menu -> accessories -> system tools to enter special character if you don't use some other program already. That's where it is in Win2000, anyway.

If you need some other languages, add an input locale under regional settings in the control panel. You may need admin rights and your installation source to do this.

To be honest you can't get the computer to type a different language unless you know how to type that language yourself. To get the special letters like ä, ö, ü, é, è, etc. go to the insert symbol table on your word processing program, or for Windows XP - START > ALL PROGRAMS > ACCESSORIES > SYSTEM PROGRAM > SYMBOL TABLE and choose the letter you want...or buy a couple of keyboards with those letters and add that language to your key board layout in Windows.

Or, type everything in English...if you don't know how to write in the language you want...buy a translation program and cut and paste.
