Looking around, I would say the best time of day would be when you're suppose to be working.

For small talk with the general public, midday at the grocery store is perfect for socializing, but for more in depth conversation you need to be at a hole-in-the-wall type bar after 11pm.... then you'll get some good deep social interaction

It depends on who you are trying to socialize with. Are you an adult? Are you single, with no kids, and going to clubs on weekends until 4 am? Are you a mom with young kids, available to meet with other moms for coffee in the afternoons? Are you a retired man who likes to fish with buddies?
