Your "clock-spring" is bad. Check with your local Chrysler Dealer, IIRC, this is covered under a lifetime Recall (I think it was Recall #B-24). If you have any problems, call Chrysler @ 1-800-853-1403. HTH!! Good Luck!!

Probably your horn doesn't work either, There is a recall on caravans that call for replacement or the clock spring, it is behind the steering wheel and have part of the circuit for air bag the horn and the cruise control, call the dealer and ask about the recall on the clock spring, set an appointment, the recalls last for the life of the car

ok obviously its a used one since u said 98.. so I'd say the airbag light is a minor concern if its just a faulty light but if the airbags have been used due to an accident in the near past and the owner didn't mention it then u might need to get them replaced.. Talk to the owner about whats up with it.. As for the cruise control well it doesn't work then it doesn't work.. u should've checked it before u bought it so u'd have saved urself some trouble.. again all i can say is either ignore it r talk to the owner about whats up with it.. u could always get it fixed urself but its the cruise control it doesn't really matter that much unless u go on lot of long drives..

it is most likely the clock spring.the cruise,horn and the airbag all go through this unit behind the steering wheel.it might be covered at the dealer,call and give them the VIN # and they will tell you if it is covered.
