London Heathrow. Every-one knows Americans do not have passports so I doubt they have the busiest international airport.

Atlanta is the worlds busiest airport for both the amount of passengers and the number of flights.
Last year it had 85,907,423 passengers.
Also had 980,386 flight movements.
Heathrow is number 3 for passengers and number 17 for flight movements.

This could be a loaded question! Why do I say that you ask? Its like this..... I know that in the United States (example Honolulu International and Hickam Air Force Base, Hawaii and Charleston International and Charleston Air Force Base, South Carolina) and a few foreign nations have airports that share their facilities(i.e. runways and terminals, ground support) with military air traffic so this could throw the commonly known statistics off. But here is my answer Frankfurt-Main International in Germany.
