Catholicism, being the oldest form of Christianity, baptizes babies as a tradition -- in olden times, it was thought that unbaptized children {many infants died directly after or during birth} would go to hell/limbo.
Many other sects wait until they feel that the individual can really decide whether or not they feel ready to take on that kind of spiritual commitment.

This is a debate that has not been resolved. But the Catholics as well as the Lutherans have infant baptism because they believe that it is when the Holy Spirit comes into the life of the child. Not only is it a commitment of the parents to raise the child as a Christian but it is bringing the Holy Spirit into the life of the child. The Bible does not expliciting say anything against infant baptism. Jesus said for us to baptize all nations. And all nations include children.

It depends on what baptism means to you. Catholics (and others) baptize babies to mark them as children of God. Other denominations baptize only believers as a symbol of their choice. It is an individual decision.

The right time to get baptized is when you are mature enough to understand what the act you are doing symbolizes and why you should be doing it. To do something without knowing why is just as bad as not doing it at all.

the way to get baptized is after you have asked Jesus to be your Lord and Savior of your life. By being Born Again and then and only then be baptized by submersion. that means going under the water and then coming up this is what Jesus did and He commands
