Try Simple Solution, its similar to Natures Miracle but has a mild detergent added to it that is safe around pets and will help with the concrete. You can find it at pet stores, I would use the one in the gallon bottle, not the concentrate.

50/50 Water and white vinegar. Urine is ammonia bases and vinegar will neutralize it.

i use bleach, water and vinigure. i mix it in a spray bottle and apply to the area. i let it stand for a lil bit an wipe it off with water and soap

ABSOLUTELY NOT!!! mixing urine and beach creates a deadly phosgene gas. there are products specifically made to deal with odor and stain issues that you can buy almost anywhere.

probobly, also try the stain and oder remover that you can get in the pet isle at walmart, or leave baking soda or/and vineger on it for a few days
