Don't understand either but if you mean his hips being lower than his shoulders you won't see that till he's 4-6 mos or older.
They are'nt born looking that way.Give him the chance to grow his little bones are'nt hard yet.
Also it depends on the line of shepherds he comes from. There are several.
Neither of mine have lower withers than shoulders altho one has just taken to posing stretched out with one leg cocked and tail behind him holding his rear end lower than his shoulders all by himself and he's just turned 2.Don't know where that came from.

The difference between pet and show quality are quite obvious... Pet quality are those who do not have a very good body structure and will not do good in conformation, they probably do not have high working drives either. I do not recommend breeding pet quality. Show quality are typically much better and have better body structure and working drives.

your question: his hind legs aren't lowered yet.when does this happen?

I cannot answer this question unless if I see a very good stack picture of your dog.

i am afraid, the surface on which the pup is being kept is of smooth surface, in which case the hind legs pressing may get time and even make the pup twist its leg. please avoid mosaic till the pup attains 3 months of age. secondly, at least train the pup to stand by pressing its back at the hind side at least 5 times a day totalling to about 30 minutes per day, further remember that the hind legs are always lengthier than the front legs that the bend has to occur, but while the growth of the child the natural formation comes only when they are pedigreed from a good line by nature's care. on the contrary it is the owners responsibility to train them their gait. please remember that chaining and making them walk is not only the exercises that the pet owner should undertake. in fact allow them free movement on rough surface and educate them the pose by manually making them stand by pressing their hind quarters. start doing it from now on till the end of 4th month. if you don't get it now, you shall never!!

The fact that you have this dog at six weeks old worries me, as dogs never leave the breeder until they are eight weeks. When you say his hind legs, do you actually mean hind legs or are you just too proud to use the word testicles?!?!

Are you talking about the German Shepherd crouch like what you see in dog shows? That is mostly a learned stance.
