It could be for a lot of reasons, same as it would be for a guy thinking about saying it for the first time. They are scared that he doesn't love her back and doesn't want to take the risk of saying it if he doesn't feel the same. They could also be confused as to how they feel and are sorting out their feelings before they say it. Its hard to tell with some people whether or not they love you or not.

because they are girls. Even the most open minded girl would be hesitant to confess her love first. They loved to be asked out for everything (food, dance, love, sex, marriage...),but they love man who can take decisions. Its a bit complex but everything about woman is complex. :). To cut a long story short, they wont say it first.
