Photo editing software to make this ?

Question

I'm looking for a free photo/picture editing program that can let me make a pic like the one u see in my profile from just an ordinary picture. I need something that can add effects to an ordinary pic similar to the one you see here. This one was made with Ulead Photo Express. I would use that, except the software takes up soooo much space. Can anyone recommend a program that's free and can do the same stuff but preferably takes up less PC space ?? Thanks

These are all free, and all of them should do what you want.
Some have a steeper learning curve than others.
All are less than 25MB ... most much less.
