I am going to visit my brother for several days and want to take some frozen steaks, burgers and pork roast with me in my checked luggage

Yes you can unless you are travelling internationally, wrap it up very well to slow the thawing process, either in a collapsible cooler, or inside a few plastic bags, or bubble wrap would do a great job from an insulation point of view.

You can, however you can not pack any dry ice in with it because that's Hazardous Material and requires special packing and marking and shipper's declerations of dangerious goods, etc. Unless there's no food where you're going, don't bother. If something defrosts and leaks in the airplane they will hold your luggage and the TSA will be talking to you.

Well I think you can.
2 years ago our family went to saint Thomas and my aunt packed stake. chicken, and other foods do to the high price of meat in the islands.
She even packed a charcoal grill and had no problem.
But with the way air travel is now I'm surprised they let you on the plane dressed.

You can, but it might not stay frozen. May not be a problem if you eat it within the next few days.
