You need to either go to a different veterinary surgery, or if this is not possible, just take the cat to the surgery you phoned. Tell them that this cat needs urgent treatment. They are not allowed to refuse a patient treatment. Then once they have seen the cat and done whatever they can, write to your local paper, and explain what happened.
It will make them think twice about what they said, and they may just change the way they work, especially when they start to lose clients. We have a lot of these reports where I live, and when they start to lose clients, they change the way they work and the way they speak to people.
I work at a rescue. I phoned the vet the other day, as I needed to rush a guinea-pig there. I was told all the vets were out on call outs, and it was unknown when they would be back. I decided to drive the ten minutes down the road, and was UNSURPRISED to see three vets in the surgery. They have a habit of doing this to us!

The cat needs to be euthanized. They rarely if ever survive a maggot infestation, especailly on the head. It will be a slow painful death unless you do something. They probably have already gotten to the brain tissue and there is a massive infection. If you have a HUGE heart, get the cat to an emergency clinic ASAP and have it euthanized!!!
Not all maggots eat only dead tissue. Some will eat and eat and cause a lot of damage. IT is NOT a good thing when maggots are eating a cats eye!!!

The cat should be taken to the vet. Is it feral and you can't catch it?
The eye should be removed of course and the maggots. A one-eyed cat can have a perfectly good life. I would keep it indoor however.
A vet will tell you if the surgery will save the cat. And you can make a decision as to euthanizing it or doing the surgery. Either way it would be a great service to this poor cat.

Bring the cat to a vet. If you don't own the cat, the vet will either fix it or humanely euthanize the animal. It could be as simple as removing the eye, which the cat could live without. Good luck. Remember, during fly season, any little cut or scratch could invite flies to lay eggs (maggots), so it's important to clean and monitor these cuts or scratches until they heal.

Maggots only eat dead tissue.
It shouldnt cause the cat any damage. Its the underlying wound that needs the attention.
Yes, I agree that you should take the cat to the vet. Even if the cat isnt yours or you dont have money for it.
Vets became what they are because of the love of animals. Maybe just maybe they will do something free of charge.

Call another vet or just go straight to a vet hospital and let them look at it firsthand. It may be an infection or a parasite other than maggots, that a doctor would be able to identify if they could actually see it.
Definitely don't call that vet's office again. Find one that is willing to listen to you, or that is at least willing to look at the cat or help you put it down, if it comes to that.
Good luck!

It really doesn't sound possible because maggots only feast on dead thing's. I would run not walk to the vet. It may be something else that could be treated.

Take the cat to the vet. If you have to then call everyone in the book til you find one that is open or has emergency hours. If you can't do that then call the local ASPCA. If the cat can be saved they will do it. If not then they can put the cat down without calling it further pain.

Why can't you take the cat to a vet? If you can't then take it to a local no kill shelter. Is the cat walking around or laying somewhere? Don't let it suffer, take it for help immediately.
