I have a friend that Open several phone lines just for the sake of the phones and also have debts on the credit cards applied during U.K , He is going to leave all this phone bills and debts behind and going back to his home country. My question is that is the credit score link with the immigration office in U.K and will black list you and not allow you to enter to U.K in the future even holiday?

They will keep all of his details on file and will arrest him for them if he re-enters the country. Full details are logged with the immigration office and as it sounds like a planned fraud (and as such a criminal offence) he will be charged. He will then have a British Criminal Record which may prevent his re-entry.

i think what it is is that if the HOme office sends you back, you have a valid reason for defaulting on these payments. (unless you've committed a criminal offence). i'm in a similar situation because my marriage visa was not granted, however, they suggested i apply from my home country. i am now selling my flat to clear credit card bills, so i should be ok.
however, your friend has a right to find out what will be done because though the home office dont always do checks with credit/debit agencies, they can and might, but i have reason to believe they dont. if the credit agencies blacklist him, then it becomes a criminal offence for which he can be imprisoned under british law.
if he needs help and funding to return home or to reintegrate or to fund his stay once he gets home (perhaps because of poor economy in his home country) then he can talk to the iom (international organization for migration).
