My husband had a Boston Terrier who snored so loud that I could not sleep. I had to put him in another room so I could have some peace.
He snored because of the anatomy of his face. Perhaps it is just the breed of your dog.

Allergies, constricted nasal passages, loooong noses like a basset hound, etc. Even the way that they lay will contribute to snoring, just like it does with a human being.
I don't know if an antihistamine like Benadryl will help with a snoring problem, but you can always ask your vet and see what he says.

I think that your dog might be tired that's why it snores. But that's what I think.

you are right the dog is congested. mainly due to allergies. food allergies. most dog show food allergies thru multiable ear infections shakes the head alot irritation on the top of the back by its hind quarters easily solved put the dog on lamb and rice or chicken and rice dry food only. purina is good and cheap. plus until the food change you can safely give one tablet of benedryl . also works well with bee stings and pepto bismal tablets work well with upset stomachs and dirrehea

Engaged in friendly banter at functions Smiles and laughs a lot Has good body language, ie: arms not crossed over chest, etc If sitting alone or standing alone, they are searching and/or trying to mingle with others versus having head and eyes looking down.
