I would think that if your puppies are three weeks old then you shouldn't be putting the heat lamp on them anymore. The fact that they are going to the cooler side of the box away from the heat lamp should tell you something! The puppies should be able to regulate their own body heat by now, they should be up and about and getting out of the box or at least trying to, they are smart enough now to learn to pile if they need heat and spread when they don't.

This depends on where the puppies are, as well as how fat and healthy they are.
If they are indoors, in a draft-free room where the temperature remains fairly constant, AND they are plump, well-fed, healthy and content, they may not need the heat lamp any longer.
If they are in an indoor-outdoor type kennel facility, due to the possibility of drafts through the dog-door or potential temperature drops due to night-time or rainy weather, they should have the option to crawl under the lamp until they are another 10 days older or thereabouts.
In either case, if you're not sure, you might just leave it in there. As long as their box is large enough that they can choose to crawl under the heat source, or get away from it, they ought to be fine.

They will need the warmth source until about 8 weeks..but it can be lessened a little at a time..perhaps they are ready for a larger box, so they can move away from the heat, or nearer to it, as needed..they should be pretty mobile by now..I would probably turn it off during the day, as they will get whiny when they are too cool, and let you know..but put it back on during the night...You can tell if they are warm enough by feeling their ears..If ears are cool too the touch, they need a little heat..
Much depends on the climate of your home..As the pups haven't had colostrum and mom's antibodies, they are more susceptible to viral infections, most commonly hepatitis, being at higher risk when getting a chill.

From birth until approximately 3 weeks of age, puppies and kittens cannot regulate their own body temperature. Chilling is extremely harmful. They need a constant supply of artificial heat (heating pad) if mom is not available to keep them warm.
When the puppies are four weeks of age, a heating pad is no longer necessary unless the room is chilly or drafty. If the puppy has no littermates, place a stuffed animal and/or a ticking clock inside the kennel.

I hand fed a toy poodle puppy since birth and I never put a heat lamp,just a lot of blankets and a teddy bear,and she is two months old now,so i don't think you need the heat lamp anymore,what breed are they?
