I have just been through this process and got a fantastic dog. First of all, adopting a dog is generally not free unless it's directly from the dog's previous owner. Usually, you go through a shelter or a rescue organization, and they require anywhere from about $75 to $200. Keep in mind that these dogs have had all their shots and are neutered already. That makes even $200 a major bargain.
I worry a bit when someone wants a "free" dog. Please, please understand that a dog is big commitment, requires time, and costs A LOT of money to care for properly. Decent food is about $1 per pound, and a medium-sized dog goes through about 5 pounds in less than a week... Then there are treats, medications, vet bills, etc.
All that said, the BEST way to find a needy dog to adopt is to go to http://petfinder.com You can search for dogs in your area, and they cover LOTS of shelters and rescue groups in the New York area. Also check out the North Shore Animal League website. They always have lots of dogs.

While most animal shelters charge an adoption fee, you end up saving money. The dog is likely already vetted (have shots, be wormed and spayed/neutered.
Really you end up paying the same. Also, if money IS an issue, you should reconsider getting an animal, at all. They are very expensive and it is necessary to take them to the vet at least once a year, even if they are healthy. Then you figure in flea meds, heartworm pills, etc

I don't know of any shelters that have pups free for adoptions. I do know that some shelters do have sometimes a cheaper price during the summer....but here is this webiste that might be of some help to you. I also suggest that you ask some local animal shelters and veterinarians.

Any kind of place as an adoption center for pets. Adoption costs money so Petco sells cool pets for people who want a pet. You can go to Petsmart or Petco, they have dogs, and other kinds of animals as pets there. Or just visit any kind of adoption center for pets - I once went to the dog adoption center to adopt a puppy, too! It worked well, and I'm sure you can do it, too! Just choose the right one at the right price!

Check your local newspapers, or your local grocery store bulliten board, or call local vets, or go to local vets, and check *their* bulliten boards. Any farms nearby? Ask around.
Usually there's *lots* of folks who need homes for their litters!
