Police enforce all laws, but how they enforce is sometimes down to their discretion ie:
jay walking you can get a ticket or a warning, its the officers choice
careless driving and list of other offence are very similar, ticket or warning.
Major offences, police have no choice and it goes by the book.
Think most cops, unless they are Road Rats (Traffic Branch) are not really into traffic offences, or how many lights your car has underneath it, or if your windows are tinted to a certain shade or your number plate is in italics!

A Police Officer has to let his feeling take a ride in the backseat and enforce the law all the time.

The laws that we enforce are there for a reason - there are times and circumstances where we have the discretion.
I have always lived by a couple of simple guidelines:
Discretion vs. Dereliction vs. Hypocrisy...
IOW use your discretion wisely - don't be a hypocrite or lazy!
And the letter of the law vs. the spirit of the law..

There are alot of laws that are nit-picky laws that are more of a waste of time usually to enforce. There are certain times that they are applicable and are appropriate, but for the most part they are just stupid. Example... improper parking. Usually yeah, its annoying and in the way, go ahead and scratch off a ticket and put it on the windsheild, but in the area I work we have a lady who literally stays up all night and just waits for a car to put its bumper past the no parking sign. And for us to drive all the way out to her house when there is really no reason for the improper parking call other than she just wants to be grouchy... but we show up and put a ticket on it and make her happy.... So its not usually I don't like charging them, but the time and place.

actually, they can do what they want, they call it selective enforcement, in the past, my criminal record, the fact that I was an illegal driver ect, was all overlooked because I was seeing a cop, if you want to call him that, he even told me that if a girl raises her skirt for him he overlooks making drugs too, you just have to have the right anatomy.
