If it's a steel pot, it's steel through and through. A scratch in the pan is not going to matter.

It depends. Are you just cooking it in there, or are you letting it sit and sit and sit? If you're just cooking it, and as long as your pot isn't coated with non-stick stuff or plated, a scratched pot won't leach significantly more into your chili than a smooth one. What you want to watch out for is scratches on non-stick pans; those are dangerous. Aluminum ain't so hot either. Steel is the best. If the scratches really bother you, though, you can buff them out. Talk to a smart person at a hardware store (if you can find one).
