she said she's sworn off men and haven't had a relationship in a year.She act's like she like's me and I like her(but) when i try to call her. the cell phone is allways off the charger or out of service. when i ask her she say's she for got. NOW do you think i should persue her are not.

An old adage is if the relationship was bad you will stay out of one for a longer period of time. Be a friend and then let if grow if it is going to.

I think you should leave her alone. She's still stuck on her ex, and is not going to give the time or respect you deserve until she does get over him.
I recommend coming to her in a few months, that is, if she's still on your mind, and then approaching from a friendly standpoint.

No. She is "sworn" off men is a clear that she hasn't worked through her past relationship issues. I would move on.

Ignore her and see if she comes around.
She has some issues she is dealing with.
Wouldn't want them to come with in a new relationship either.
Leave her alone and allow her to pursue you.
