No, the Bible does not want people to eat their own children. what people WILL do and what the Bible WANTS you to do is not always the same.

28:49 The LORD shall bring a nation against thee from far, from the end of the earth, as swift as the eagle flieth; a nation whose tongue thou shalt not understand;
28:50 A nation of fierce countenance, which shall not regard the person of the old, nor shew favour to the young:
28:51 And he shall eat the fruit of thy cattle, and the fruit of thy land, until thou be destroyed: which also shall not leave thee either corn, wine, or oil, or the increase of thy kine, or flocks of thy sheep, until he have destroyed thee.
28:52 And he shall besiege thee in all thy gates, until thy high and fenced walls come down, wherein thou trustedst, throughout all thy land: and he shall besiege thee in all thy gates throughout all thy land, which the LORD thy God hath given thee.
28:53 And thou shalt eat the fruit of thine own body, the flesh of thy sons and of thy daughters, which the LORD thy God hath given thee, in the siege, and in the straitness, wherewith thine enemies shall distress thee:

this kind of reasoning is what you get when you take something out of context and misapply it it was prophetically speaking of what those people would do in the future when the city was under siege the normal population of the city was 100,000 but at the time it happened 1,100,000 people were in the city for the Jewish passover and the romans under general titus laid siege to the city building around it a siege work of pointed stakes so they could not leave the city and some as the book of Lamentations mentions did eat their children out of starvation when the rebelled against God the Roman armies came in a conquered the city and took 97,000 survivors into captivity fullfilling the prophesy in Deuteronomy ch 28 see what a little extra research can help you find out Gorbalizer

That's what would happen when people disobeyed God's law..

DEUTERONOMY 28:15
"But it shall come to pass, if thou wilt not hearken unto the voice of the LORD thy God, to observe to do all his commandments and his statutes which I command thee this day; that all these curses shall come upon thee, and overtake thee:"

This is a prophecy of what would happen, not a command to do it. It's kind of like if I could see the future and I said, "That dude over there is going to shoot someone tomorrow." My foreknowledge of the shooting didn't make me responsible for it. Likewise, God's prophecy about what happened to these people was just foreknowledge of what they themselves would do in their wickedness and distress.

In the Old Testament Moses is saying that this is what will happen if you don't obey God, general starvation because the land is abused to exhaustion and war.

It will be interesting to see how some "Christians" will rationalize this passage while insisting that the bible is to be followed to the letter.
