Staying in Bruxelles, I was in a day trip in Luxembourg. Between the two cities are about 200 km. So in an hour and half you can do the way, you can visit Luxembourg during 7-8 hours and go back in Bruxelles.

Luxembourg - Belgium: from nothing to max. 350 km
Luxembourg - Holland: from around 80 km to around 450 km
(you see, these are small countries...)
Travel distances - train:
- from Belgium: check the site of the Belgium railways
- from Holland: it seems there is no direct connection, you will have to go via Belgium or Germany
Travel distance - car:
- Brussel - Luxembourg city: 2 hours
- Amsterdam - Luxembourg city: 4 hours
Travel distance - air:
- you can fly from Amsterdam to Luxembourg by KLM (max. 1 hour flying I think)

By train, anything from minutes to 3 hours maximum. Each of the 2 share a border with Luxembourg.

Belgium is touching Luxembourg, you just have to step over the border. Holland is just the other side of Belgium. Train will get you there very fast.
Use mapquest.com, will give you driving times.

...if you take a train from Luxembourg (city) to Amsterdam (the capital of The Netherlands, not the residence city), then it will consume some 6 hours.
