Try www.petfinder.org. You can search for available dogs in your area. The fees are typically very low, however you will have to complete an application process. Pet rescue is one of the greatest things you can do and as long as you ask the right questions you won't be disappointed. Try and find the right fit for your schedule and lifestyle. If money and time are issues, I would stay away from special needs pets. But there's plenty of puppies and young dogs that are already spayed/neutered and sometimes even housetrained. I have one dog that I rescued and he is the most loving little guy. All of my friends want to take him home when they meet him!

There are dogs available for low cost from good and reputable organizations and people, as many of the answers have mentioned.
My concern is why you are looking for a dog at low to no cost. Yes, you can find one, but it is VERY IMPORTANT to realize how expensive a dog will be if you are going to provide for its necessary health care and well being.
Vet visits, necessary innoculations for Distemper, Rabies Parvovirus and many other diseases, heartworm medication and testing, tick and flea preventives, fecal testing and de-worming, and neutering or spaying will total in the hundreds of dollars and must be kept up with boosters and maintenance for the entire life of the dog.
Dog food alone will add up. In addition, many organizations and trainers will recommend a dog bed, crate, and appropriate chew toys and other toys. Depending on where you live, you may want to get a pooper scooper and/or poop clean up bags.
Obedience classes can help to provide both you and your dog with the knowledge and training needed to be good citizens. Classes are another additional cost.
If your dog becomes ill, develops a health problem or is injured, you will need to take him/her to the vet and may also need to purchase medication. (You may want to consider pet health insurance for an emergency.)
If you cannot get home to let them out in the middle of the day, you will need to have a backup plan, either a family member, friend or neighbor, or pay to have a dogwalker come to your house.
If you are going away overnight or for several days and will not take the dog with you, you will need to board the dog at a kennel or have someone come to your house two or three times a day to take care of them. (Dogs are pack animals and will be very lonely if left all by themselves for long. This and/or a lack of sufficient exercise with you can result in destructive and unwanted behaviors.)
Check with a local vet and any local rescues/clinics for the cost of the above necessities. Go to a pet store and record the prices. Add up all of the above and be certain that you have the finances to take on this precious pup/dog's life. They will be totally dependent on you to provide for them. for 10 to 20 years.
If you can't do it now, be selfless and kind -- do the right thing, save up the money and wait until you truly can provide for them. It wouldn't be easy to wait, but you will be a terrific person for doing so.
In the meantime, if you want to be around dogs or pups, you may consider getting a job with a dog related business (such as a dog walking service, pet shop, kennel or veterinarian) or volunteering your time at a rescue organization or one of the seeing-eye dog or other assistance dog organizations.
I appreciate your reading and thinking about these things.

I have one. he's a jack russel. Do you want him? If not, try the humane society, or pound. Most animal shelters in ohio are too demanding of the owners and rarely give them pets, they also cost too much.

go to your local animal shelter. They have great dogs and usually you donate a small fee to the shelter. I got my dog at a shelter and she is the best dog. I hope you find a perfect one for you, dogs are great.

check yahoo groups for FreeCycle and see if there's one for your local area. People give away all kinds of stuff free, including animals. We got our 3 pets this way. Free and with food and accessories, no less.

Check your pet county shelter, you usually have to pay for vaccines and licence. Not really expensive.

The local SPCA. And not only that, they will try to help you with shots and spaying or neutering.
Good luck!
