try staples. if you're not comfortable with that; maybe, a hot glue gun will do the trick.

I'm sorry but I have to say this.
Anyone who feels the need to put a diaper/nappy on a dog just because of a bit of mess/inconvenience for just 3 weeks should have thought twice about getting a dog, a female dog will have a strong urge to keep herself clean at this time and you are denying her the chance to perform this natural part of canine behaviour!! It's great that you will be getting her spayed after wards, you could have saved the poor thing from all this indignity by getting her spayed before she came into season!!
Let her behave naturally PLEASE!!!!

Keep it on as best as you can....but
SPAY her ASAP (there is a spade in a deck of cards, a spade in many sheds or garages used for digging, but no such thing as a spade dog, only a spayed dog, that comes after a spay surgery).
If she does not get spayed, she is prone to ovarian cancer, uterine cancer, mammary cancer, pyrometra, etc. If a female dog is spayed before her first heat cycle, her risk of developing breast cancer is only 0.05%. If she is spayed after having only one heat cycle, her risk of breast cancer jumps to 8%. If she is spayed after her second heat cycle, that risk becomes 26%... that's more than 1 in 4! Spaying a dog after her third heat cycle may reduce the risk of mammary carcinoma (breast cancer) but not appreciably. Also, there are the messy cycles, stray dogs in the neighborhood. One preventative surgery is much less expensive than paying for surgery and medicine for a life-threatening condition, not to mention the suffering of your pet.

Your dog can be spayed during her heat. Are you using a doggy diaper? If you are, and it still won't stay on, you could try wrapping a piece of panty hose around her waist to keep it on. If she insists on chewing at it or tearing it off, you may not be able to keep it on her even with the panty hose. Be sure not to tie the panty hose too tight around her waist. Hope this helps.........

no i agree dipers are not easy to keep on a chihuahua, but we used to cut hole in a baby sock either side the toe and pop there foot though , this stays on well and stops bleeding all over everywhere. dipers are not the best idea on such a small dog.
take look at site below about chihuahuas.
if you have pop up blocker have to allow this site onto your compo or it refuse it.

Do what professional dog handlers do, and use tampons instead! I kid you not...it is very true. And no messy diapers to worry about.
