Contact the local business bureau. If you are going to open a licensed daycare, which I recommend, since you give yourself more credibility, then contact CA's state licensing. CPR certified and having a credential are good... that also gives you a leg up on home daycares. You may also want to check into WIC (Women Infants and Children services- through welfare) to list yourself as a provider. You just have to take a short one-day class to be certified by them, and then you can accept families who are receiving welfare funds (they pay providers pretty well). You also need to find out the licensing regulations on the amount of children you will be able to watch in the residential area where you will live... some vary- you can only watch one family's worth of children, up to 8-10 children depending on their ages. You'll also want to specify the ages so that you can decide whether or not you will want to include pick-ups for older school-age children from their school. You will want to have one area in your house that is used specifically for the children you will be watching, along with access to a kitchen and bathroom, and a designated napping area. Make sure to go over all the specifications that licensing lists- safety, outdoor environments, indoor play areas, curriculum, materials you will need and use with the children, etc. A good reference to make sure that you have what you need, is the ITERS and ECERS rating scales (about $15 each from amazon.com) that rate the environment (you probably had to use these in college). Another good book to help you out is Developing and Administering a Child Care Center by Sciarra and Dorsey. It tells you all you need to know about directing your own center/daycare. Good luck!

Go to http://ccld.ca.gov/ChildCareL_1728.htm
It's the community care licensing web site for California.
You'll find all the information that you need there.
After looking through the site and finding some general information, you should look for your local licensing office and contact them.
You will probably need to attend a few orientations and they will give you all the information there.

I don't know everything about it but I do know one thing you need to do. You think about what all you might want to do in your new house think about that now. (day care, child care, or whatever) and while you are looking for a house have the real-estate agent to find out if the house you want is zoned for what you want to do. I don't want you to put money down on a house and cant do what you want to do.
